3rd and 10th September 2008 - Training: “Methodology of quantitative aspects of Value for Money in PPP projects”
Twinning Project 2006/2008
The Ministry of Finance is the main beneficiary of technical assistance provided under the terms of the project No. CZ 05.02.04.02.0002 “Implementation of Public Private Partnerships (PPP) policy in the Czech Republic“. The project is financed from the source of EU program Transition Facility for the Czech Republic. The technical assistance relates to the twinning project and the twinning light project. The methodologies and manuals are worked out and updated, the representatives of government sector and municipalities are trained and the assistance to the Ministry of Finance and to contracting authorities of PPP projects is provided for the preparation and implementation phases of PPP projects within the framework of technical assistance.
At the beginning of September 2008 two sets of three days trainings took place: for the representatives of government sector and for the representatives of municipalities. The presented topics were: Methodology of working-out of the concession project (OBC), Investment methodology for PPP projects and Methodology of quantitative aspects of Value for Money in PPP projects. 12th June 2008 - Training: ”Value for money in PPP projects”
Twinning Project of Ministry of Finance 2006/2008
The Ministry of Finance organized on 12th June 2008 training on recent experience with the obtaining and the assessment of Value for money in PPP projects in the United Kingdom and the Netherlands within the scope of the twinning project No. CZ 05.02.04 “Implementation of PPP Policy in the Czech Republic”.
Main topics were focused on the objectivity of the assessment of value for money, its confirmation, qualitative and quantitative value for money criteria and forming of adequate institutional framework for obtaining the value for money in PPP projects. You could find in enclosed appendices:

Twinning Project of Ministry of Finance 2006/2008
The Ministry of Finance organized on 27th May 2008 training on recent experience with the PPP Programming and process management in the Netherlands and in Scotland within the scope of the twinning project No. CZ 05.02.04 “Implementation of PPP Policy in the Czech Republic”.
Main topics were focused on the stage gate approach towards project management, optimal conditions for cooperation among different entities, managing the political arena and private sector advisers, working with international contractors and case study Kromhout Barracks in the Netherlands.

The Ministry of Finance organized on 26th May 2008 training on recent experience with the risk management in PPP Projects in Portugal and in Scotland within the scope of the twinning project “Implementation of PPP Policy in the Czech Republic”. Main topics were focused on the importance of risk management, setting up an adequate institutional framework to manage risks, political context and case study Vasco da Gama Bridge in Lisbon. You could find in enclosed appendices the program of training, relevant presentations and the case study. The Ministry of Finance will publish to mentioned topic the manual “Risk management in PPP projects” which will be suitable both for the representatives of public and of private sector.

Twinning Project of Ministry of Finance 2006/2008
The Ministry of Finance organized on 25th April 2008 training on recent experience with the competitive dialogue procedure in the Netherlands and the United Kingdom within the scope of the twinning project “Implementation of PPP Policy in the Czech Republic”.
Main topics were focused on the national regulatory framework, types of projects suitable for competitive dialogue and lessons learned from application of competitive dialogue. 35 representatives of central government institutions, municipalities, state funds and consultancy companies took part in the event.
