Independent Unit 9002 – Security and Crisis Management

It ensures the activities resulting for the Ministry from Act No.240/2000 Coll. and performs tasks in the event of an imminent or emerging crisis situation or other emergency situation affecting the activities of the Ministry and its departmental organisations in a fundamental way. It ensures and performs tasks in the area of the protection of classified information according to Act No 412/2005 Coll., i.e., in the area of administrative, personnel and physical security and security of information and communication systems. It represents the Ministry in the working bodies of the State Security Council - the Committee for Civil Emergency Planning, the Committee for Internal Security and their inter-ministerial expert working groups. It ensures the participation and content of the activities of the Ministry's representatives, including the overall competence of the Ministry in the Central Crisis Team and other security and crisis management bodies of the Czech Republic. It ensures the preparation and final assembly of materials for the SSC meeting. It establishes the Operations Centre OF THE CT of the MoF as a crisis management unit to ensure the Ministry's preparedness to deal with crisis situations. It carries out control activities in the field of crisis management within the Ministry. It provides an organisational back-up workplace for the MoF and a back-up workplace for the Ministry's management. Ensures the activities of Special Groups 1 and 2 of the designated employees of the Ministry and departmental organisations, as set out in the Crisis Plan of the Ministry, approved by the Minister of Finance. It participates in the preparation and implementation of the Defence Plan of the Czech Republic within the scope of the Ministry. It ensures activities related to the issue of buildings important for the defence of the state, buildings with a possibility of attack, entities and elements of European and national critical infrastructure within the scope of the Ministry and coordinates the activities of ministerial organisations in these areas. It performs tasks and coordinates the participation of the Ministry and departmental organisations in national exercises of crisis management authorities and international exercises of EU and NATO crisis management authorities. It cooperates with the State Material Reserves Administration on economic measures for emergencies. It methodically directs, coordinates and manages PCI-related activities in the Ministry and its departmental organisations. It is the custodian of classified information and communications technology and shall serve as the local custodian of the Government's classified link to the extent specified in paragraph 3. It methodically manages, coordinates and controls the implementation of physical (building) security measures at the Ministry and in departmental organisations. It methodologically manages, coordinates and controls the application of the Ministry's Security Policy. It is responsible for activities related to the management of the conflict-of-interest agenda at the Ministry pursuant to Act No. 159/2006 Coll. It creates a focal point for assessing disinformation campaigns and other manifestations of foreign power.
