Department 22 – Financing of Territorial Budgets
The Department is responsible for managing the financial relations of the territorial budgets with the SB. It prepares part of the draft SB, SFA and financial settlement of relations with the SB for Territorial Self-Government Units (TSGU), Voluntary Associations of Municipalities (VAM) and Regional Councils for Cohesion Regions (RCCR). It provides grants and repayable financial assistance to the TSGU and implements programme financing owned by municipalities. It compiles aggregate data on the management of the TSGU, carries out analyses in the area of fiscal policy, monitors the indebtedness of the TSGUs, VAMs and RCCRs, provides information and advisory services to them and verifies the specific professional competence of TSGU officials. It carries out legislative activities in the field of financing of the TSGU. It develops concepts, strategies and methodologies related to the financing of TSGU. It conducts administrative proceedings for prior approval of municipal bond issues and in connection with the withholding of tax revenues by municipalities and counties in the event of non-compliance with the fiscal responsibility rule. It prepares summary opinions of the Ministry within the framework of budgetary supervision on the conclusion or amendment of the concession contract. It is the guarantor of the methodology for reporting and disclosure of fiscal data for the local government sub-sector as required by Council Directive 2011/85/EU. It conducts tax proceedings in cases of breaches of budgetary discipline in the procedural regime of tax administration and administrative proceedings concerning the legal conditions in the provision of subsidies from territorial budgets.
