Department 14 – Budget Policy for Socially Important Sectors

The Department is responsible for financing the budgets of the individual chapters in cooperation with the administrators of the MoH, MoLSA, Office of the President, Chamber of Deputies, Senate of Parliament, Office of the Government of the Czech Republic, MFA, Office of the Ombudsman, GA, MEYS, MoC, ISTR, MoJ, DPA, CSO, ČÚZK, ÚS, AV, RRTV, TA, SAO, DIA, ÚDHPSPH and ÚNRR, and with the SFK and SFKMG for financing their budgets. It prepares the medium-term outlook for the chapters and the SF, drafts the budgets of the chapters and the SF, sets out the expenditure frameworks and the relevant budgetary limits. It evaluates the results of the management of the chapters and the SF, assesses, approves and implements budget measures, assesses and checks the draft final accounts of the chapters and the SF, participates in the preparation of the summary of the SFA and prepares the financial settlement of the relations of the individual chapters and the SF with the SB, assesses and checks the implementation of the programme financing of the reproduction of assets of the financed chapters. It processes overall social security and state employment contribution revenues, total mandated social expenditure, expenditure on support to non-state actors and total expenditure on research, development and innovation into the draft medium-term outlook and the SB. It provides state support for the activities of political parties and movements and the non-state non-profit sector in the SB. In cooperation with the Council for Research, Development and Innovation, it coordinates the provision of state support for research and development. It is responsible for the relationship of the SB to public health insurance and health insurance companies and fulfils the statutory duties of the Ministry in the public health insurance system, including the implementation of management control and compliance with legal standards by health insurance companies. It develops or contributes to the development of strategies, concepts, legislation and methodologies in the areas of the chapters financed, particularly in terms of the impact on public budgets and ensuring the implementation of financial policy. It participates in the financing agendas of joint EU and Czech programmes for the chapters within the competence of the Department. It shall exercise the competences set out for the Ministry in Sections 4(1), 12(8), 32 and 36 and 45(2) of Act No. 219/2000 Coll. It performs the competences set out for the Ministry in Section 6(1) of Act No. 203/2006 Coll. It prepares the Ministry's opinions on public contracts under the legislation in selected cases where the contracting authority is an entity within the competence of the Department. It carries out legislative work on the details of the conditions for the deposit and refund of the security deposit and the deposit and refund of election expenses. The Department provides assistance to the Central Harmonisation Unit in the preparation of analyses of expenditure reviews from the perspective of value for money, transparency and strategy of public institutions, including proposals for substantive solutions and technical support for their implementation in terms of their professional competence.
