Department 43 – Strategic Companies and Investment Incentives
The Department performs the rights and duties of a shareholder with respect to the State's equity interests in ČEB, a.s., Národní rozvojová banka, a.s., EGAP, a.s. and other selected commercial companies. It creates the State Property Policy Strategy, ensures coordination and implementation of the strategy and the implementation of individual measures and tasks. It provides co-chairmanship of the OECD CGC. It creates and informs on the implementation of the Principles of Remuneration of Senior Employees and Members of Bodies of Controlled Commercial Companies with State Participation, including state enterprises and other state organisations established by law or by the Ministry. It participates with the State Property Department in the development of the concept in the area of the privatisation of state property pursuant to Act No. 92/1991 Coll. It exercises the powers of the Ministry as defined by Act No. 58/1995 Coll. and the relevant implementing regulation. It arranges and provides subsidies from the SB intended for the creation of funds for credit risk insurance at EGAP and export financing with state support at ČEB. From the position of the subsidy provider, it ensures the control of the subsidy recipient (ČEB, EGAP). It prepares, in cooperation with the interested ministries, the national concept of providing financial instruments for supported exports and the agenda related to the OECD Working Group on export credits and guarantees in cooperation with the International Relations Department. It prepares conditions and methodological procedures for the Ministry's decision on non-inclusion, inclusion or exclusion of entities in the IMU system, participates in the implementation and control of IMU cases with other relevant departments of the Ministry. It performs the powers of the Ministry laid down by Act No. 72/2000 Coll. It participates with the MIT and CzechInvest in the concept of investment incentives, business and investment promotion and is involved in these activities with Section 06 Public Budgets and Taxes and Customs. It expresses itself and provides opinions on proposals for MIT programmes and strategic documents aimed at promoting business and investment. It provides opinions and comments on programmes to support small and medium-sized enterprises. The Department carries out legislative activities in the field of strategic companies, investment incentives and export promotion. The Department exercises the Ministry's competence in the field of financial instruments.
