Department 23 – Financial Department

The Department develops the concept of financing of the Ministry through the relevant chapter of the SB, and ensures the financing of individual ministerial organisational units of the State. It coordinates and ensures the activities related to the participation of the SB in the financing of programmes for the acquisition and reproduction of assets of the budget chapter of the Ministry. It acts as administrator of the programmes of Chapter 312 - MoF. It prepares the final account of Chapter 312 - MoF and ensures its publication in electronic form in the composition and deadline according to Section 30(4) of Act No.218/2000 Coll. It performs directly towards the departmental state organisational unit the defined activities in the field of budgetary management entrusted to the Ministry as the founder of these organisations by the legislation. It performs, within its competence, duties related to the exercise of management control in the Ministry. On the basis of an opinion of the State Budget Department, it approves the treatment of claims pursuant to Section 36 of Act No. 219/2000 Coll. for the Office for Government Representation in Property Affairs (OGRPA) and ensures, pursuant to Section 45(2) of Act No. 219/2000 Coll., that the reservation pursuant to Section 36 of that Act is announced in the Central Bulletin of the Czech Republic, if it reserves approval in relation to the OGRPA. It approves, pursuant to Section 17a(1) and (2) of Decree No. 62/2001 Coll., registrations and agreements on the change of competence to manage administrative real estate. It develops binding methodologies in the field of accounting, including the inventory of assets, liabilities, other assets and other liabilities, and in the field of the State's property records. It assesses and approves these methodologies for the selected accounting units of the Ministry and acts as a second-level methodological centre. In addition, it cooperates with the European Funds Department in the area of reporting and establishing accounting methodologies for the management of EU funds within the NF. It proposes and participates in the development of the concept and methodology of management control at the Ministry in accordance with Act No.320/2001 Coll. It manages and coordinates the analysis, development and implementation of the central ECIS modules for the Ministry, is responsible for defining the substantive requirements for its functionality, submits requirements and documents for updating related information systems, participates in project teams and coordinates the interconnection of links between modules. It ensures the administration of the central ECIS at the application level in the Ministry. It acts as the administrator of the Central Register of Contracts (CRC) in IS AVISme and provides technical support for the publication of contracts, amendments and orders in the Register of Contracts. It acts as the administrator of the Ministry's Central Register of Bank Accounts and, on behalf of the Ministry, deals with banks, including the CNB, for all legal acts related to the establishment of accounts, the handling of accounts, including the confirmation of signature specimens of persons authorised to dispose of funds on accounts, and the cancellation of accounts. It ensures the registration of assets of an inventory nature managed by the Ministry. It provides cashier service in both crown and currency cash register. The Department ensures tasks related to the financial accounting of the Ministry's accounting unit (hereinafter referred to as the "MoF accounting unit"). It ensures the maintenance of special records, i.e., assets, liabilities, costs, revenues, other assets and other liabilities (hereinafter referred to as "special records") of privatised assets separately tracked in the accounts according to privatisation projects. It performs the role of Chief Accountant in the management control of the Ministry. It compiles and transmits legislative reports for the MoF accounting unit to the State Central Accounting Information System. It prepares and submits VAT and corporate income tax returns, including withholding tax returns, on behalf of the Ministry as a tax entity.
