Department 19 – Strategic Sectors Budget Policy
The Department is responsible for financing their budgets in cooperation with the administrators of the BIS, MoF, MoI, NSA, NÚKIB, GIBS, MoD, SSHR, SUJB, ÚOHS, CTU, ERU, MoD, MRD, MIT, ČBÚ, ÚPDI, MoA, ÚPV and MoE and with SFDI, SFPI, SEF and SZIF for financing their budgets. It contributes to the preparation of the medium-term outlooks of the chapters and the SF, prepares their draft budgets, breaks down the expenditure frameworks and the relevant budgetary limits. It evaluates the results of the management of the chapters and the SF, assesses, approves and implements budget measures, assesses and checks the draft final accounts of the chapters and the SF evaluation reports, participates in the preparation of the summary state final accounts and checks the submitted documents for the financial settlement of the chapters' relations with the SB, assesses and checks the implementation of the programme financing of the reproduction of assets of the financed chapters. It continuously monitors and evaluates the implementation of revenue and expenditure, carries out analyses and, if necessary, determines proposals for measures within the budgets of the chapters under its responsibility, prepares information on the budgets of the chapters and the SF, and monitors the status and development of claims from unspent expenditure. It assesses the documentation of the asset reproduction programmes of the funded chapters, determines the participation of the SB in the financing of the programmes and their indicators that will be subject to the final evaluation, assesses and approves the registration of actions and decisions on the participation of the SB in the financing of actions with individually assessed expenditures and subsidies, including projects co-financed from EU and FM funds, cooperates with the administrators of the funded chapters in updating data in the relevant information system of programme financing and provides methodological support. Through programme funding, it oversees major investment measures within funded chapters. It prepares the Ministry's opinions on public contracts in accordance with the applicable legal regulations in selected cases where the contracting authority is an entity within the competence of the Department. It contributes to the funding agendas of EU joint programmes (and other financial mechanisms) and national programmes for the funded chapters. It addresses operational funding issues in the area of funded chapters and SFs, including specific areas of the SB, particularly in terms of impacts on public budgets. It develops or contributes to the development of strategies, concepts, legislation and methodologies in the fields of competence of the funded chapters, in particular in terms of the impact on public budgets and ensuring the implementation of financial policy. It exercises management control over the use of funds from the appropriations of the General Treasury Administration chapter which are under its responsibility. It exercises the competences set out for the Ministry in Sections 4(1), 32 and 36 and 45(2) of Act No. 219/2000 Coll. It works with the relevant departments of the Ministry to implement the basic setup of the IISST, its development, analysis and implementation of change requirements. It deals with the issue of releasing funds from the earmarked reserves of the budget chapter of the General Government for the financial security of the Integrated Rescue System (IRS) and for dealing with crisis situations and their prevention. The Department provides assistance to the Central Harmonisation Unit in the preparation of analyses of expenditure reviews from the perspective of value for money, transparency and strategy of public institutions, including proposals for substantive solutions and technical support for their implementation in terms of their professional competence.
