Department 30 – Personnel Department
The Department is responsible for activities in the field of personnel administration, pay policy and remuneration, payroll accounting, social policy, promotion of equal opportunities for women and men, training and civil service examinations, evaluation of civil servants, systematisation and organisation. On the instructions of the Secretary of State, it ensures activities related to organisational matters of the service, administration of service relations and remuneration of civil servants and heads of service offices subordinate to the Ministry. Under the instructions of the Secretary of State, it performs tasks relating to the employment relations of staff in the Administrative Office. On behalf of the Ministry, it ensures the content and organisation of collective negotiations and bargaining. It is responsible for the accuracy and completeness of data entered on behalf of the Ministry into the Information System on Civil Service (hereinafter referred to as ISoCS). It provides certification services, manages and publishes information through the HR portal of the personnel IS. It carries out the obligations arising for the Ministry from the transfer of rights and obligations under employment law upon the dissolution of institutions or their delimitation. It cooperates with the relevant authorities in the field of labour relations. It assesses the characteristics of systematised posts, ensures the systematisation of the Ministry and, within this framework, distinguishes which systematised posts are classified in Special Group 1 and 2 of the Ministry's designated staff. It prepares proposals for the Ministry's organisational structure and organisational rules and amendments thereto, including the preparation of organisational charts for the Ministry. It maintains and updates the list of employees and civil servants who represent the Ministry in the management and control bodies of business entities with state participation and health insurance companies. It also ensures activities related to the posting of state employees to the management and control bodies of legal entities. It assesses the fulfilment of conditions for allowing entrepreneurial and other gainful activities of civil servants in addition to the service relationship and of employees in addition to the basic employment relationship with the Ministry; it prepares the grounds for issuing prior approval for such activities or for their refusal.
